A. Please accept our Compliment : 5 copies of Pathanamthitta Directory 2004/2005.

Firstly, we thank you for supplying us with the Telephone Numbers & Addresses of some Telephone Exchanges in Pathanamthitta SSA, and secondly we are proud to present to you 5 copies of the Pathanamthitta Directory 2004/2005 published by us in end October 2004. We will be pleased to have your comments, suggestions, and advice in order that we improve the Quality in case we are blessed (by GOD) to publish more such Directories.

B. RELATED WITH RESTRUCTURING TELEPHONE DIRECTORY

We recall your kind attention to our Letter submitted to your Office on 01 August 2002, at 09.00 a.m., which was praised by the then GM, during the Meeting at Hotel Elite Continental, Thiruvalla on 01 Aug. 2002 at 10.30 a.m. He praised our Mr. Badsha, privately and publicly during the meeting for the suggestions given in the above mentioned letter for Restructuring Telephone Directories in India. He informed that he would send the Letter to the Higher Authorities with his recommendations in Public Interest. Later, no news / information received from BSNL regarding any follow up.

Our Interest in the Matter made us publish globally "the copy of the letter submitted to GM" in the Internet Magazine known as Sathyam Shivam Sundaram, attached to the web site www.omsathyam.com. Further, we used to indicate it in the Directories, Diaries, etc. being published by us, which can be understood in the recent Pathanamthitta Directory too, in Page 30, 17, etc.

We are not informed whether your offices have forwarded the above said letter. Will you please inform us of the details of your follow up actions, if any, in this matter so that we add them also in the Web site in public interest. Since the suggestions could save many thousands of crores of rupees, we consider it was to be Handled Specially. A few sentences from the above Letter/Report are quoted hereinbelow for your easy reference:

........."Instead of vague attendance, we have elaborately gone through the above mentioned subjects of Publice Importance connected with Telephone Department (BSNL), and Prepared this Letter/Report which we plan to submit at your good offices at 09.00 a.m. on 01 August 2002 (requesting your Secretary/Receptionist to hand over this to your goodself well in time) so as to enable you to go through the contents in advance, i.e. before the Meeting begins.

.....We kindly request your goodself to study and verify our suggestions, etc. and advise us at your earliest. Since we consider bringing the matter before the Honourable Court in Public Interest, we will be most obliged to have your comments/advices/instructions. Rest assured that we would give due respect to your advices/comments/instructions, etc. As we know that your professional bindings do not allow a certain issues raised in our this letter properly answered, may we request you to inform us your personal opinions as one among the General Public on such subjects.

It is requested that a few sentences in this letter/report which may seem annoying the Telephone Department are factually matters of Public Importance and shall be broadly treated with, considering the Telephone Department Staff NOT separate from the Public. We consider them as part of the Public, employed in Public Offices who would take initiative to settle the Public requirements/grievances.................

B-1. The Structure/Contents of the Telephone Directory to be modified.

Since Man is becoming International in regard to Communications, the Association has ascertained what kind of Telephone Directory can be defined as a General Public Requirement and reached to the following conclusions:

(1) Man is gradually becoming International. His requirements for a Telephone Directory are better solved by International Internet Telephone Directory as well as by the Telephone Directory in CD-Roms which are all very cheap and convenient. The Requirement for a (Huge) Printed Telephone Directory is very limited. He does not need a Printed International/National/State/District Telephone Directory. It would mean that the Indian concept/practice of issuing District wise Telephone Directory is a National Waste/Mis-utilization of Public Fund.

A common man does need the Telephone Directory of his Village and Nearby Villages/Town. Telephone Numbers related to him but outside his Village stand purely as his Personal Requirement and he would register them in his Personal Books/Diaries as he do it for his various other matters.
Personal Requirement and Public Requirement are however confused or misinterpreted today

(2) A common man may incidentally/occasionally/extraordinarily require the Telephone Number of a distant village, but within the District. It cannot be called as a General Public Requirement. On the contrary, a man living in the border of a district is not benefited through the present district wise directory as he cannot find the telephone details of his neighbour’s house or nearby village when they fall in another District. That is, a man living in the Border may require 2 or more Telephone Directories! Please see that this difficulty/problem caused by the District wise Telephone Directory has been well solved by the Village Type Directory described hereunder. The Adoor based Telephone Directory comprising 6 Telephone Exchanges, published and distributed by us 2 months ago, (2 copies of which were submitted then to your good office as well), physically proves the above statement.

(3) The development in Communication Technology allow Man to find Telephone Details of distant people, from CD-Rom and/or Internet.

(4) As per the above, printing and publishing lakhs and crores of huge (District wise) Telephone Directories are a National Waste.

What is the General Requirement in regard to Telephone Directories?

A Telephone Directory shall contain 3 types of information described below as (a), (b) and (c), where in item (a) is to be must, (b) to be Selective and (c) NOT a must.

(a) The Telephone Details of Government Offices/ Public Utility, such as Police, Panchayath, Electricity/Water/Telephone Departments, etc.

(b) The Telephone Details of Public & Private Industries, and Prominent Public Utility Centres such as Hospitals, Schools & Colleges, Worship Centres, Banks, Auditoriums, Newspaper-Reporters, Printing Press, DTP-Centres, Dry-Cleaners, Travels, Courier & Parcel Services, Educational Institutions, Transport (Air/Railways/Ship/Boat/Road) etc.etc.

(c) The Telephone Details of the Subscribers. ................

People should enjoy the chance to download (from the Internet) the Complete Telephone Details of any Telephone Exchange except the Military-connected Telephone Exchanges.

B-4. Printing & Publishing of Telephone Directory to be done by Telephone Users Association/Grama Panchayath

A Telephone Directory is a Public Requirement. The Printing & Publishing of the Telephone Directory should not rest with the Telephone Department. Let the Department do better matters connected with the Quality of their Services at more cheaper rates to the Public, etc. The Printing & Publishing of Telephone Directory should rest with the respective Grama Panchayath or with the Local Office of the Telephone Users Association so that they would ascertain the local requirement of the same and fulfil it.

It is not right if we do not say herein at least a little about the Pathanamthitta Telephone Directory. The wisemen know that in these years, the District Telecom Management did a lot for the overall development of the Communication Activities in the District. The Number of Telephone Lines and Exchanges... STD Facilities.....Number of Public Telephone Booths....Internet Facilities.... Service matters....etc. increased a lot. The present management as well as the General Manager took interest in the development and they deserve praise. However, in the case of Telephone Directory, the PTA SSA failed to issue a Telephone Directory after 1999. One printed in 2000 turned out to be a Loss in many respects and had to be hidden without publishing due to the large volume of errors. Thus many lacs of Public Money lost for a hidden Directory 2000. The Public have been spending much Energy, Money, Time, etc. to get Telephone Directory. The Newspapers also have spent much space, energy, etc. for these kinds of matters.

The Telecom/BSNL have been receiving many heaps of complaints and requests in this subject for long - but failed to transfer this responsibility to Telephone Users Associations/Grama Panchayaths. Perhaps, nobody in the Department or Panchayath has time to think for the scientific remedy.

Now, it is learnt that the PTA-SSA is hastily involved in tendering/printing and publishing District-wise Telephone Directory to all its consumers in PTA-SSA. May we request you to kindly study/verify our explanations in the subject given under B1 & B2 above, and if our explanations are found true & scientific, please refrain from wasting Public Fund. NOT to publish District-wise Telephone Directory, but encourage/participate only in Real Public Requirements such as the Village-Type Telephone Directory like the one published by us for Adoor and nearby places, two copies of which are again attached hereto as Model.

C. RELATED WITH TELEPHONE TARIFF VERSUS NATURAL JUSTICE

We request your goodself to kindly take up the following with your Higher Authorities, and if it be possible, with the Honourable Courts as well.

Perhaps, you /your higher authorities/ the governments may be aware that All Services including the Telephone/Communication Services are scientifically divided into four: Cleanliness, Necessity, Requirement, and Hobbies. The Public Services offered by a Government are to be paid according to its place in the above mentioned Divisions. In accordance with time, everything on Earth shifts from one Division to another. And now, the Telephone Services have reached the Position of Necessity, from Requirement. When a Public Requirement reaches the ‘Necessity’ position, the Service Charges incurred from the Public need to be below the Cost-level. In other words, the Tariff need to be much lowered. For the Services under Requirement, the Service Charges should balance with the Cost. And for the Services under the Hobbies, the Government/King should collect extra money from the Public for running the Administration. The Services under Cleanliness have to be done by everybody in the Society so that People won’t become lazy and over-selfish. These Divine Lessons can be seen Scientifically Proved and Explained in Part 9 of the Web site: www.omsathyam.com. Your goodselves may visit the web site and scientifically verify the genuineness of the above statements.

The Telephone Tariff in the Country are to be revised. The Rental Charges should be totally waived. Since Taxes should not be applied to services coming under Necessity, it also should be waived. The Number of Free Calls allowed for all the people in the Country shall be Unified. Local Calls should be made free like in Gulf Countries, etc.

Not only you, but the Government of India which is on the top of your higher authorities may also oppose or laugh at the above. We kindly request all wise men to think about the subject just as People in a Society with a Divine approach. Perhaps, the Telephone Department and the Governments are all aware that Mahaathma Gandhi fought against Un-Dharmic Laws & Principles with the same Divine approach as mentioned above.... and the common people lived in his time were wise enough to understand, approve, work for, and execute it. Indeed, still there are such people in all fields of our Society including in the Telephone Department, in the Governments and in the Honourable Courts.

We kindly / strongly request an expert team of Malayalam knowing men in BSNL to check /study the contents of the enclosed Pathanamthitta Directory 2004/05 to make proper evaluations and follow up.

Such team should also compare the 3-Column Editing of Telephone Numbers & Addresses of Customers in a page with a width of 17 cm in BIG Readable Letters, in Uniform Style & Beauty in "our done Pathanamthitta Directory" with that of the 3-Column Editing of Telephone Numbers & Addresses of Customers in a page with a width of 17.5 cm in VERY SMALL Un-Readable Letters, without any uniformity, done by BSNL in their PTA District Directory 2003.

 

C. SUPPORT OFFERED

Sir / Gentlemen, in the matter of publishing The Right Telephone Directory required by the General Public like the enclosed Pathanamthitta Directory 2004/2005, we are only pleased to support you or any public organization as per the Science of Duties & Virtues (Dharma Shastram).

We suggest, you publish a Telephone Directory only for Thiruvalla Exchange including 2 or 3 very near Exchanges, with our support, EDITING totally by us. We reserve our Rights for certain Specific Advertisement Spaces for our Organization (not of other firms), with due respect to BSNL. The BSNL may print & publish approx. 25000 copies of the suggested Thiruvalla Directory. The BSNL may also consider selling the Directory to the Public. We will take care that Our interest in the matter remain always within the Science of Duties & Virtues. We would like to see the Public Funds NOT wasted for Unwanted District Tel.Directories. Let BSNL not run behind Time in the case of Publishing Directories. A Thiruvalla Directory 2005 can be edited & managed by us better than the Pathanamthitta Directory published by us in every respect. It shall be published by BSNL Thiruvalla Office making it a Crown to BSNL Thiruvalla, the first of its kind in India. It must later be sent to all Higher Authorites of BSNL in India to mark a Radical Change in the Printing & Publishing of Telephone Directories in India.

If BSNL do have powers to amend the Operations of the Post Offices ( & T) in India which run very behind Time, please be informed that we are only pleased to give also suggestions to amend the Operations of the Post Offices in India to suit the Needs of the Public.

Please do not misinterpret our statements. The WISDOM in everyone belongs to GOD only. Glory only to GOD. Our operations are fully obliged to GOD.

Since this letter is hastely prepared in the morning of 09 December 2004 as to submit in person to your Thiruvalla Office through our staff passing by, the grammatical mistakes may be more, which may please be pardoned. We are obliged further to publish this letter also in the internet together with our previous Letter dated 01.08.2004 published in the Internet Magazine Sathyam Shivam Sundaram, attached to www.omsathyam.com

May GOD Bless the BSNL-Management in Thiruvalla to follow up the Matter contained in this Letter/Report & the a.m. Letter dated 01.08.2004 which was publicly and privately praised by the then General Manager, BSNL, Pathanamthitta SSA, Mr. Rizwi, during the Meeting at Hotel Elite Continental, Thiruvalla on 01 August 2002 morning, expressively affirming on his own to the undersigned and/or the participants that he would take up the matter with the higher authorities in BSNL to get our proposals sanctioned & implemented.
